Someone could (hopefully) give him a shot. I remember a story a few years back about a homeless man who would talk to people with perfect grammar and pronunciation for $1. He got aired on YouTube, got views, made a buzz, an ultimately was hired by a local radio station. Talent still holds some value, no matter where it comes from.

He has to get out of that mindset that he can only be famous by selling out first.
He can make a name for himself by being independent and working his craft. He can be performing all over the Chicago area making a few hundred grand year. Plenty of people like positive music, especially if the story has entertainment value.
He should probably have some student filmmaker from a local university make a full 90 minute documentary. That could air on a cable channel like Fuse or G4TV. People will watch those things and go to his shows just to be around a person with a real story and passion. People pay monet for that kind of stuff. No gimmick or tricks are needed.
