Is there software what imitates sample/song tempo speed up, like you can do on turntable?

That should be covered by almost any software that has a time stretch and pitch shift feature. If its just a sample to be sped up or pitched a certain way you'd process the sample. Then play it on your midi keyboard or whatever you use to trigger the sample.
If it was a sliding effect, such as when a record is playing from fast to slow, then you would need to automate the pitch or tempo function. You basically do this buy recording your motion on the knob, slider or fader on the graphic of the program.
If this is being done to a single sample and not your whole entire song, then you would make sure the tempo/pitch shift function is only effecting the sound or track/channel you want. Otherwise it will pitch/tempo shift the whole song.
