Is it possible to convert a reason .rfl sound file to a .wav or is there a fl studio plugin that will play .rfl files?

Umm, no. A ReFill file can consist of a number of things, not just sound files...effects and synth patches for example, which would be pretty impossible to just convert. There's the infamous ReFill Viewer application that can be found on the net with some patience that can extract the files out of a .rfl, but I think you still need Reason to use it.
