hey guys i make progressive house music i really need your help on mixing intro and outro for a song. should i turn down a few dBsf of every instruments on intro and outro?

This is kind of the same question as "Hey, I'm driving a car. Should I turn left or right?" - no one can tell you the "answer" (which, of course isn't some definite thing but artistic choice) without hearing what you're doing.

so variations in dynamics for drums on a track is okay? because i listen lot of tracks that sound that the kick volume is lowered on the intro outro part.so i am a lil confused here.

Why wouldn't it be ok? It's not like you have to follow some strict set of rules, and even if you want to stick to conventions, there's still plenty of room to do things in one way or another. So if lowering your kicks in an intro/outro sounds good, just do it.
