Publishing beats; finished or unfinished?

I was wondering, if I were to attempt and submit some of my beats to rappers that i think would be good for them, should i finish the beat or just send the sample? It seems odd to submit a minute long beat, but people that have gotten their beats picked up told me the artists just tweak them anyway and cut and add parts for choruses and things like that, so it would seem like it would be pointless to polish the beat and then give them a 4-5 minute song to listen to when they probably have hundreds of submissions all day.

The reason I am asking is because I read an article interviewing with lex luger, and before they started he layed down a few parts and had a 4 bar loop and sent it to Waka. So do rappers prefer to just have a simple loop they can work around and edit, or do they want the full song.

Also are sites like sendbeats.com worth the money for a subscription?? A lot of people say to just get ahold of artists on social media or e-mail, but I can't find a way to do either.
