Need confirmation, is microphone a dud? If so how do I proceed :=:

I purchased a Neewer NW-700 a few months back on impulse because it was $50 and I was attracted to the mic stand. After connecting it, the mic had a constant whirring sound so I believed it was my computer, lights, or lack of an audio interface causing this. I even went as far as making a make shift studio out of a bookshelf covered in padding then did the same to my closet when I moved. Spent countless hours trying to mix out the background noise only to find the product tinny and muddy. Alas I had no luck with this microphone. Is this an error on my end or is it just a low quality microphone? And if it is, what microphone should I look into so I can have a clear crisp sound with little interference when my artists record?
I want to acquire a studio quality sound. Thank you for your time it's much appreciated
