Depends entirely on what kind of projects you want to be capable of producing.

2. How much money will I be looking to spend?

Anywhere from $5,000 to several million $. Again, it depends entirely on what kind of projects you want to be capable of producing.

3. Who would I need to hire, and for what?

Depends on a lot of things. You probably need at least one part-time recording engineer to start.
