How To: Create this effect

I'm wondering how to create the quick repetitive vocal effect you hear in this song:

You hear producers using it for actual vocals or sounds but being new to production I'm not quite sure how to achieve it myself. Are there any good methods or programs people know to achieve this? Thank you.

I think it's called Stutter Effect. Gross Beat on FL Studio has settings for it and there's an Izotope program called Stutter Edit too. I would just search 'stutter effect' on YouTube since there's a couple ways to DIY

it can be done manually in your sampler (i.e. kontakt). there may even be an kontakt script to achieve this effect. but the easiest way is with a plugin. my favs are dblue glitch or sugarbytes effectrix or artillery2. both can do this easy as pie.
