the noise at 1:11-1:14 not the drums not the melody but that weird little horn sounding thing it's also in elena's sf3 theme.

I would say use ABleton Live Corpus or any thing else with Plate reverb. The answer is plate reverb and probably a horn or brass instrument like you mentioned.

i didnt get sf x tekken because of that capcom issue reviewtechusa talked about.

it is not real brass instrument through any type of reverb but a saw wave with a brass like adsr on both vca and vcf, some reverb may play apart in the final sound of this
