good audio converter for reason ?

does turning a 128-320kbps mp3 into wav remove quality?
converting wav to mp3 removes audio data but it shouldnt really do that if the process is in reverse right?gone data is gone but if i place these chops in kong for the first time i dont want the wavs not sound at least like their original mp3 counterparts since converting to lossless should alter anything but the file extension right?
 
it shouldn't but there is no telling without knowing more about the specific converter you are using
 
i use these from time to time:
slicex
audacity
wavepad
recycle

I have already chopped wavs from mp3s before but wanted to know if there was any type of loss from reverse conversion using any of those.
