ASCAP and ghostwriting.

Hello there,

Does ASCAP require you to only sell work as a writer to clients/companies that ASCAP can collect from? I read something like that on their website, but I'm not sure that I understood the wording correctly.

Also, is it possible to get paid for film and television placements without a PRO, or is a PRO required?
