Advice on soundcards

Planning on purchasing the Asustek Xonar Essence STX 2 Channel PCI Express Audio Card for my producer friend for his birthday, because he always moans about how his FL Studio tracks sound really "essy" and contain a lot of background white noise. Will this help him master his tracks, by installing a new sound card, and will it remove the noise?
 
For sure he will got better sound quality but do you actually know from where this noise is coming?Maybe pc hardware fault?Power supply or anything else?The better choise is to test with a cheap soundcard,like yours and if there is no white noise go for the new!
 
I asked him earlier and he said it was when he was making his melodies on FL studio that the plugins had a lot of white noise behind them that he didn't want, it was when he played chords with a decent amount of effects on the mixer channel of it :L
