What does the term "program" mean I am not talking about synthesis btw .

It depends on the context, but often the "program" refers to the program material you send through a given processor. That is, for instants, the signal of a vocal track you send through an EQ.

Program is the signal, usually a broadcast signal (it's origin is in radio and subsequently television), within an audio system.

So when we talk about PPMs (Peak Program Meters), we are talking about a set of meters with a ballistic reference of peak audio rather than average audio (VU Meters).
