Pretty much any basic synth can produce that sound. Nothing very "carnival like" in the sound itself.

You're probably better using samples for stuff like this, so sample packs or Kontakt, Ableton Sampler etc.

Are you trying to emulate a specific carnival drum or a large drumming ensemble?

Check the provided example - this has nothing to do with "carnival" type instruments, it's just the melody.

Steal an ice cream truck and sample it


j/k.. sounds like a detuned triangle type of synth to me. But I could be wrong. Play around with an initialized synth... pick the right waveform to start with and experiment. This shouldn't be too hard to achieve.
