I have the exact same issue. I've tried all kinds of programs and cannot find anything that seems to work the way I want. I'm to the point where I think I may just suck it up and buy an MPC.

Do you mean Switching it to a Lower/Higher pitch or trying to Tune your vocals?

Free Pitch Shift Plugins

Free Pitch Correction/Auto-Tuning Plugins

The best two IMO are (for pitch correcting vocals):

1. Autotune
2. Melodyne

It depends on what you are wanting to do though however.

Autotune is great for "intentional" "pitch slide robotic like" effect (although it also can work wonders on subtle settings as well). To my ears its subtle settings sound pretty transparent for most material. (Autotune can also screw your vocals down or raise the pitch as well)

Melodyne is much more sophisticated with the ability to actually see the notes and correct notes and timing (Autotune can do this as well but is not as sophisticated). Melodyne gets rave reviews for its sound quality and natural pitch correction.

For vocals those two are probably what you want.

Autotune for a more "cool artificial effect" pitch correction (designed more for realtime pitch correction).

Melodyne for a more "natural" pitch correction. (better used as an offline process)

Other worthy contenders:

1. Pitch shifter offline plug-ins in Sonar (very, very natural sounding but it is a totally manual process)

2. Sound Forge Pitch effects (similar to Sonar but with a little more control in how to affect pitch. Sound Forge allows pitch envelopes. Still an offline process)

3. Reaper (a very cheap solution for altering pitch, although it doesn't do the autotune effects well).

4. Gsnap (free Autotune effect. Sounds pretty close but not as clean as Autotune to my ears).

5. Reason Neptune (good Autotune alternative, although doesn't sound as good. It is a little better than Gsnap not as good as Autotune, although Neptune can do harmonizing , although not as good as Autotune harmonizer).
