I'm trying to find a 350 or less dollar vocoder I could use for tweaking beats and vocals.

Haven't tried it, though

Haven't tried it myselft, but the
Electrix Warp Factory Vocoder is like $279 and is supposed to be killer.

Again, not a reference, just telling you about it.

If you find out, please tell me as I'm looking into it maybe for purchase in the next 6 months.

One of the classic vocoders was the Roland SVC-350. A quality rackmounted vocoder, still reliable after all these years. For more info on that and other Vintage Roland effects click WVEVIOLATOR ;)

I use the Electrix Warpfactory and love it. I also built A PAIA kit 8 channel vocoder and found it useful for creating some cool effects. You can get these preassembled or as a kit.
check them out:
