That's actually a singer by the name of Latonya "Tone Treazure" Givens
 
are you guys sure its the barry white song the sample? for this?

Just to sum everthing up:

1. The main production is DJ Toomp and Khao (aka the T.I. Team)
2. Latonya Givens aka Tone Treazure (obviously for her vocal tone) is the singer of the hook, its not a sample. Its just "aged" lol...nah eq'ed to sound like a sample, just like how Mr. Carter was done.
3. And she does/did sing of Snoop Dogg stuff like the named track (which im not a big sample lover all the time....but yet love old school music....so its crazy but thats some amazing sampling/vocal intertwining). (which she didn't necessarily have to sing into the sample....but could be more of the fill-ins/ad-libs and such if you notice during the verses)
4. The musical sample (not vocal) is Barry White - Im So Blue and So Are You"
