They Record There Voice and Edit it till it sounds like they want. Then you can use the same .wav file and add it to your beat when ur done composing, mixing and such. What DAW r u using?

Like the last post above.
Record the tag line.
Then you chop it into slices for each sentence or each work or even sylabbles.

You assign the slices to keys or pads as you choose to.
To be simple, stack a few efx like eq settings, reverb, compression
ect.... On the whole thing. Or to be complex you can treat each slice with it's own effects.

You can then do drum rolls using the vocals or play it rythmically to make it stutter. Or simply let the entire tag line play all the way out.

Use multiple chops/ slices to make it interesting

like
slice 1) whole tag line sentence
slice 2) half the sentence
slice 3) each word
slice 4) each syllable

you can use automated pitch shift or delay or certain parts, reverb or distortion and phasing, or modulation.

add as much or little as you want. That will make it your signature sound tag. The effects combinations.

Some just use another persons unique voice or a girl with a sexy voice or piece together clips from various sources like movies or tv shows

alot of guys juz use lil parts of samples or movies to make tags...its something for you to get creative with...there is no right or wrong way or special software used for making tags...you just get a mic and let it do what it do...with editing of course

text to speech programs are useful sometimes, but i just prefer to route my voice thru FL and add fx in realtime :)
