Which pmc mixer? I would say that $200 for a older vestax turntable would be fairly reasonable. As far as the ground cable, no problem at all. Any wire will do. Most have a silver tip soldered on to them to make hook up easier.
It really depends upon the mixer. I guess the ultimate answer would be that you would need to see that everything turns on and works, etc... Check for any mixer bleed, make sure the EQs work. I own two Vestax pdx-2000s and they are great turntables. I have in the past had issues with them not turning on at times, but it was just a loose wire. I love them and would highly recommend at that price if the mixer is decent.
Hope that helps. Also, my guess is that the needles have been used for a bit and would possibly need replacing at some point but you can get 44-7 needles for like $30 each as long as the cartridge works.
