What is your preferred style of music?

Do you want to play hip hop, house, trance, drum and bass, dubstep, polkas, or cumbias?

Do you want to scratch, mix, or do both?

If you want to scratch, buy turntables, a battle mixer, and Serato/Traktor/Torq. If you want to just mix music, CDJ's and a basic mixer are fine.

How much money do you need to get started?

Honestly, from $1500-3000, depending on what route you want to go. Is there anything cheaper, yes, but you'll be wasting your time and money.

What should I get?

Scratch DJ's: Get two Technic 1200's, and either a Rane or Vestax two channel mixer. You may want to start of with records or go the Serato/Traktor/Torq route.

Mix DJ's: You can use turntables. But now days, everyone pretty much uses CDJ's. From my experience, Pioneer's CDJ-200 is the cheapest entry model CDJ that is worth the money. As far as mixer, you can get a Pioneer, Rane, Vestax, Allen and Heath, Ecler, etc...

With CDJ's, you can also go the Serato/Traktor/Torq route, but I think its pointless. Just burn cd's.
