How do I use the input fader on Ozone 7 when mastering

Hi Future producers -- apols for beginner question. I have read the materials and watched the tutorials and the Input fader is never mentioned! Question: When I load up a new mix into Ozone, and it is not nearly 'loud' enough say -15 RMS or so, should I adjust the input slider to get the output RMS closer to -8 or where I want it? The Effects chain is usually EQ, Dynamics (Compressor), Maximizer (Limiter). The reason I am confused is that the input fader does not get limited by the Limiter -- meaning I can drive the output into the red by raising the input volume even though there is a limiter on the chain at -.2db peak. I am having a WTF moment on this so I really appreciate your help people.
 
Use the input fader if input level is too high/low.

Use the output fader if output level is too high/low, but only if you DON'T apply dither.
