Help With Hip Hop Studio!! Part 2

I'm a 13 year old rapper/ DJ who is looking for equipment or hardware to produce hip hop demo tapes. I want hardware that I can sample beat samples and loop them to make rhythm tracks ( what people dance to). Then add melody that goes with the rhythm track ( what people hum or bop their head to). Then I can play it back to add vocals and rap verses to record on a 4-track tape recorder, which is what I afford. I don't understand really want equipment I need that relates to hip hop music. My budget is $500. I want to create Cash Money, Jay-Z, Snoop Dogg, etc. type beats.
PLEASE HELP!!! I only want to start out.
