Creating a set from the start

It's kind of a silly question but when you produce do you usually have in mind a set you are going for or do you just produce whatever comes to mind? I've been producing music lately with a bit of experimentation and I'm not sure how well the tempo changes and everything would gell with a crowd. What do you guys think?

Both... sort of. Sorry about the confusion. I mean, would you say you produce your songs planning out the tempos and keys of each one to lead into the next thus creating a predetermined set list, or do you just produce whatever sort of creative thing pops into your head? After typing this out I have a feeling it's the second...
 
You have to know the crowd...know what they expect to move or vibe to.
