What are the best programs or plugins to use to add fx to vocals that are used in hip hop or trap songs?
at some points the vocals might sound like someone is on the phone or they might use a slight robot voice
(not auto tune)

Is there software that already has these filters?

CLA Effects from Waves have some radio presets if you don't know how to tune eq and distortion

Autotune on the highest speed would make the "robot" sound I guess you're after
