Mastering with Cubase le

I understand that mastering is an art and it takes talent, practice, and knowledge of sound frequencies and how different tracks interact.
My question is can Cubase le be used for mastering or is its main purpose just to record, arrange, and mix? Now I only do Hip-Hop and being that I use Cubase to record should I use a program like sound forge to master the final recroding.
Also I just started using Cubase (software in general, I was always using hardware) and I might be ignorant to the different features of it so sorry if the question is a stupid one.
 
You can post-process using any tools or programs that will benefit the mix.

But that's not really what's at the core of mastering...

you dont even have access to the most basic pallette of required tools within cubase to do a mastering job, and im not talking plugins here.
as massive says, you could process the audio within this app but no more and this wouldnt be more than a tiny step along the mastering path
