Ableton Live's Warping Feature

Theoretically, yes. In practice it goes a bit further than your regular timestretching solutions, though, being almost constantly variable and extremely flexible. You're not really stretching a whole clip to fit a tempo – it's more like pinning down the important parts, like snare hits, to where you want 'em and the rest of the clip conforms to that. Easier to try it to explain, but suffice to say it's a very intuitive way to get things as you want them.
