the reason program uses the refill packer, is there something similar for fruity loops
 
No need, when you save you can select the option to save all samples along with the file in a zipped folder.

i have a wave. file, i want to make it a readable file for fruity loops to put into the fruity loops program
 
wave files are supported by FL Studio, all you have to do is drag and drop to the playlist or click channel -> add one - > audio once you are there, it is only a matter of browsing your files to find the desired sound.
you can also save your fruityloops file as a zipped loop package this will make a zip file which contains all the wave files that your project is using
