What instrument/sound is this?

Hey, I'm looking for this specific sound/instrument that was used a lot in early 90s R&B/New Jack Swing songs. It's this flute type of sound beginning after 4 seconds of this track:


There's another example of it in this song at the 25 seconds mark:


Does anyone know which instrument this is and where I can get this sound from? (plugins, VST's, instruments, soundpacks)

It's just a 90s digital flute sound. It could actually be a sampled "bottle blow," or a basic flute, or a shakuhachi. But it is definitely played in a higher, more piccolo type register.
