Depends on the terms of the license the Soundclick artist has released his beats as. Best bet is to just ask the Soundclick artist personally for permission to do what you want.

Yes, there is no distinction between commercial and noncommercial in copyright infringement. That distinction may or may not play a role in certain defenses, but it doesn't play a role in whether or not you can get sued.
