Its hard to pick just one thing but for me i would say sound selection. It plays a huge role in the overall feel and quality of the beat.

Definitely. It can have the best sounding instruments in it but if it doesn't have a swing, human feel to it it means nothing

I'd say the instrumental by itself it would have to be the rhythm section (drums/bass). For a hip hop song in general, It's how the lyrics and beat work together. You can have an instrumental that you wouldn't think is very good by itself, but if someone jumps on it, it can sound like a great song.
