Mixing Programs?

Does anyone know of a good program that I can use to edit samples, what I want is something that can do those funky stretches, repeats and such... does this make any sense?
 
I use cooledit 2000. That is great for editing and adding effects.
Syntrillium software or something. I'll get the http for ya!
