On a first listen, it's actually a one-shot (no feedback) delay of the snare going into a reverb - delay time is about 450ms and it is panned to one side (opposite side of the original snare hit from the sound of it)
I'm not hearing any reverse reverb at that time. ^ that sounds accurate though. Any easy way for a reverse reverb effect though is to copy the sound you want it to be on. Reverse that sound, add reverb (long tail), and then reverse it again. line it up in a new track with the original part and voila!
