How do i make my producer tag fit the tempo

Either warp it to fit the tempo (like you'd do with any other sample) or edit the spaces between syllables to make it longer or shorter as needed. Either way, figure out where you want each word and syllable to fall in the beat grid so it locks in time and then make it happen in the least weird sounding way you can. Pulling it off correctly will depend on how your tag sounds.

1-when to choose detect tempo and when to choose fit to tempo
2-when to select 50-100
when to select 100-200
when to select 75-150
when to select "project tempo"
and when to select type in bpm
3-how much do u manually stretch it out to make it exactly fit the tempo ?
