That bloop - can you help me create it?

I've been trying to achieve this bloopy, 8-bit ish sound for a while now, but I just can't seem to get there. I can't seem to figure out the right kind of underlying synth to use that will lead me there. I know I probably need something with a quick attack and release, but I just can't get that bloop characteristic.

Some examples can be found in:

It's too late-Wild belle (snakehips remix) - You will hear it almost immediately as the song starts, and periodically throughout the song too.
Blue skies-Jamiroquai (flux pavillion remix) - 0:27 to 0:50 it is quite prominent.

Looking for someone to help guide me in the right direction so I can figure this out and get on with a track that I've been working on but really needs this sound.

tl;dr need to get a repetitive bloop sound that can be heard in the above mentioned songs.
 
Assuming you're talking about the videogame like sound toward the start, it's a super fast arp, with a square wave (or close to one). Also, with a filter on it and some reverb of course. Of course, the exact arp pattern you use will make it sound different, but generally use a lot of octaves and fifths.

as for the sound, plenty of vsts that give you that chiptunes type of sound

True, I was not commenting as to what the exact pattern was in the example. Not really sure what the exact pattern was, but most definitely it will contain fifths and octaves, and you can't really go wrong with those. Of course, you can always add in supplementary notes into the arp, but the fifths and octaves are really your bread and butter!
 
try downloading the free tweakbench VST's that they have to offer, all of them are 8bit chiptunes sounds and you can definitely get some good sounds from them!
edit: also, try bitcrushing a synth stab,
