Looping & clean recording

I'm new to this whole recording thing. I need some advice on good looping programs?

and does anybody know any low budget tricks, to recording vocals cleanly with no echo or cracking?

ACID is your best loop based program. As for no echo and crackles on your vocals, get a decent mic and pro soundcard. No tricks.

I have the new audigy 2 platinum
is that good enough? or is there something better out there?

The Audigy is locked in at 48Khz so , at some point, you will have to change all your 44.1 files to 48 for the Fraudigy to function.
