How to properly sound proof a drum room for a good price?

Sound proofing requires building structure within structure (a room within a room) whereas treatment simply ensures that the room has a flat or controlled frequency response
 
Bandcoach is spot on here. Would depend what you consider a good price. Sound isolation (which is what most people who want sound proofing are after) isn't cheap and would require building work

A completely soundproof drum room lets out no sound period Building drum room is completely soundproofed's a big, expensive job. In most cases, the full drum sound insulation space is not necessary. Only reduce the sound that escapes from practice mode to help keep the neighbors happy and away from the police.
