efficient materials to use to make a room soundproof

Are you talking about actually soundproofing (building a room within the room to make sure sound doesn't get out - there isn't an easy way to do this really) or acoustic treatment (dampening a room's reflections)? There are plenty of DIY materials for the latter.
 
Rockwool, Corning 707, and/or various bass traps and diffussers for low frequencies (think mass; commercial bass traps, various on-line designs, even bean-bag chairs, tires, or full bookcases in the room corners). Studio foam (Auralex or other) for high frequency reflections.
