ok.. i got it to trigger on time, that was an issue before... NOW, it is just when i keystroke on the 1, i am getting the midi note to appear on the 3rd beat. so i am assuming about a 1-3 sec latency issue.

does anyone know how to correct this? i figured out that my sound card wasn't highlighted and i was getting a 3 sec latency issue with that. sorted though.

    thanks for the help board!

Go to your Cubase folder in programs and then into the 'MIDI Port Enabler' folder. Move the 'ignoreportfilter' file out of there into the main Cubase folder. That should sort it out. If you've already done that you could try reducing the buffer settings on your soundcard, but be careful with it. Lower buffer sizes put more strain on your CPU, which may cause some problems with playback and/or the amount of plug-ins you can use.
