bit rate questione

i dont know if this is possible, but can you change a low bit rate in an mp3 to a higher one and actually get better sound quality? for example, ive got a 64kbps file and i would like to make it 128kbps. ive done the conversion several times but the sound quality is still the same. im using the mp3 encoder in music match jukebox.
 
Yes and no. No as what has been thrown away as data can never be regained. Yes there is software which inteligently converts MP3s to wavs , and generates the information thrown away by means of a good guess. Can't remember what it is called though. Never realy did it for me.
 
if you double the bit rate, then all it will do is double the file size. Let's say you have a bit of data that looks like this 12345, changing the bitrate will do this 1122334455. Exactly the same sound, only twice as big, and twice as hard to decode
