To give a more complete answer, it depends on what order you have things in the chain, but the earlier gain stages would be better than the later ones. You can actually create distortion or clipping by having too much volume on the front end (input), and then trying to reduce it on the output.
But to really eliminate the issues? Try to set-up your system so that all meters match, and all volumes are as close to unity gain as possible... (That means: what goes in, comes out; no volume boosts or reductions. This can be done through proper/painstaking gain-staging.)
