Forums are highly effective for networking, so I am wondering where I can find a forum full of underground rappers and what not to network with...

I feel ya D I really do! And I agree with curry. Those forums are flooded with producers too. Just put yourself in an artists shoes and think "where would I go to get tips and info for recording my music and getting people to listen" etc. Then Google it and see where it takes you! My 2 cents at least.
