neither of those apps defaults with any kind of delay. are you trying to undo something you've done?
 
Um are you talking about latency? As in when you hit the key there is a delay...?
 
First of all, learn how to ask a question.
"how do i get the delay off of reason and fruity loops." is not going to get you any answers that will help you because people will not know what the **** you are talking about, ok?

Now, as for the MIDI delay you are experiencing, this can be fixed.
Set up an audio loop and hit play. While it's playing goto Edit > Preferences. When the menu comes up make sure you can play the loop in the background, then look for the buffer size slider. Slide it down until your audio loop starts clipping then bump it up until it stops. The buffer latency should read like 30-60 ms. Now try to play on your keyboard and see if there is a delay. If it is still present then check your soundcard and drivers. As for Fruityloops just look around in the MIDI options until you find something similar. Other than that good luck.
