Basically what I want to be able to do is chop like a bass or piano note etc from a sample and be able to play it on my mpd. Will either of these do this?

Yes. That's pretty much the fundamental function of a sampler.

Daws can do that, samplers can do it but most of the time it'd need to be mapped to another plugin that can trigger if that's what you mean.
