    Reaeq is pretty solid. Unlimited bands and as many band types as you could possibly want
    All the REAPER plugins are downloadable as one bundle somewhere

    I like EasyQ alot also (parametric EQ). ReaEQ might be better quality though. FiltrateLE is good for linear phase EQing.
    For non parametric EQ's, I like Classic EQ for graphic EQ. Masquarade is nice for touch up EQs. Also CS12(M) from Terry West is convenient graphic EQing with nice bass and treble and mid-side enhancers. I used to use Equilibre alot too. it's parametric but it's got a few technical issues so I don't use it as anymore and it's vaporware.
