Hoontech and Fruityloops Problem

I just got a dsp 24 with that 2000 external box. When I am using fruityloops i get the internal latency to about 17 or 20. When i am in fruityloops the sound just stops sometimes and then i have to move the latecny over a little bit. this happens every couple of minutes. sometimes the sound card makes terrible noise when i move the latecny slider over a bit. what is the problem? i am running a 1.2ghz athlon with a asus mobo, 348mb ram, and 30gb hard drive. Also, does know of any tricks to keep the external latency low. mine is pretty high.

yeah its called a via chipset, check the hoontech website their tech dept. is good u'll have to do some system tweaking
