I am looking for a sampling software that snaps into a bpm (assign abpm to the sample) to use with my beat making software.. .. or just a program where I can take chops of a song.. and set a bpm to em.. so I can then take that sample and use it with whatever beat making software

I know some free (or very cheap) software that is fine for chopping but I don't know about one that measures bpm whilst you chop...is that really a necessity? You can probably tell I dont loop much
