I think it's a pedal effect on the guitar.
Here's a collab with Tay Lee on the Strings and Bass with this sample. I grew up on the Isely's so it's always fun to work with there music for me. Hit up a nice guitar player you know. I'm pretty sure they can replay something, may not sound exact but where you can get that type of feel.
