I chop on my MPC but sometimes when I have to chop and edit something thats giving me problems, I will use Adobe Audition. That program is excellent for editing!

Yeah Audition is a beast, even with just the default plugins. But since when is it free? Sheeeeeeeit... Adobe betta' be sending this nigga a refund check.

Recycle, Phatmatik Pro and my fav is Guru, but that's a vsti too and a wicked one at that.

But as pointed out, almost all audio editors will splice.
