you would have to do research and find out if the films you're using are in the public domain or not. If someone still holds copyrights on them, you'll need to pay and get permission to use them.
Also sampling from movies does not give you royalty free samples. Copyright restrictions still apply.
Finding public domain films isn't too hard on google, and you can do whatever you want with these.
