I'm not even sure if "stereo filter" is what to call it.

I'm looking for a hopefully free filter/EQ VST that will allow me to pan certain frequencies left or right.

Anyone know any?

You can always copy a channel, then apply a high/low/bandpass filter to it (and the opposite to the other), then pan that/those.
